By now, most of us have seen the video of the murder of Walter Scott by Officer Michael T. Slager.


For those of us who have been saying that police murder Black men, women and youth in cold blood; who have been saying that police lie; who have been saying that police will use their unquestioned power to plant evidence on innocent people...there is so much to say that at this moment it is difficult to say anything at all.


But we have a responsibility to use this moment to expose the way that the Primary Predator operates.


The Primary Predator - the White Imperialist Power Structure - will do everything in its power to prevent the indictment of the system itself. The institutions and actors who are ruled by the logic of white supremacy, and invested in defending the entire system from being attacked, have made a calculated decision in this case. We can clearly see how they are perfectly willing to throw this individual officer under the bus in order to create the perception that this kind of police violence is simply a case of isolated incidents and individual “bad apples.”


Liberals, who are invested in tweaking the system and not transforming it, will take the murder charge of this officer as an opportunity to claim that progress has been made; that the system has seen the error of its ways and come around to “doing the right thing.” It is absolutely imperative that Leftists, Revolutionaries, Radicals, & anyone focused on true self determination reject and expose this fallacy. We must highlight what the system of policing is: the paramilitary force that maintains white supremacy, prioritizes the protection of white wealth over Black lives, and enforces the demands and the dictates of the white power structure.


Our objective is not to put every police officer who has ever hurt someone in prison. Our prime objective is to create a shift in power that will make the police violence and abuse that has characterized what it means to be Black in America a social impossibility.


HEADS UP, EYES OPEN! The indictment of this officer is not a sign that the system has changed for the better. Charging this officer with murder is a propagandistic move that has been strategically calculated and swiftly implemented in order to prevent an indictment of the system itself.


Be very clear that it is:

We the People who have forced the State into this defensive position. This system is being forced to react to the conditions that WE have created.

WE have raised the consciousness of the masses to the point that bystanders are compelled to film police officers at work in case of violence.

WE have shut down entire cities.

WE made our position clear. There will be no business as usual while police kill us with impunity.

WE have proved our collective capacity to fight back by shutting down freeways, transportation systems, malls, and police stations.

WE are building social power; people power.

And the State is reacting to that.


The State will use the murder charge of Officer Slager to attempt to pacify us. “Don’t worry, we charged the officer with murder. There is no need to worry or resist. There is no need to pour out into the streets by the thousands.” Do not be pacified. The charge itself does not reflect a shift in the white power structure’s perspective. The pending trial could be a complete sham, like every other lynching trial in history of this country. It does, however, reveal that pressure from the people is being applied correctly and there is great concern about the power we are building.


In this police state, where our lives are so marked by state violence, we can hope for two outcomes: Relief or Power. Yet Relief is not Power. We need to analyze the transformational nature of white supremacy; it will take whatever form that allows it to exist. The white power structure ended Jim Crow apartheid but swiftly adapted to maintain its power and subjugate Black people through political repression, criminalization, disenfranchisement, and chemical warfare (via flooding our neighborhoods with drugs).


The premise on which we fight makes all the difference. The struggle for relief measures is important and can strengthen our ability to progress resistance movements, but we must fight for power not reform. We must resist the State’s attempts to frame these terrorist acts as  aberrations or breakdowns of an otherwise good institution. These incidents expose the fact that this system is operating as it was designed.  We have received concessions we believed was power only to come to the realization that the white power system had only refined its practices to become more efficient, potent, harder to identify and thus harder to target and defeat. Power and Self Determination are our only options.

Because one of our primary functions has been to provide protection to the movement we must proactively speak on the immense potential for C.O.I.N.T.E.L.P.R.O styled activity. This is a critical moment in history & historically these are the moments when repressive tactics have been employed against critical organizations & individuals I feel it our duty to clarify what this looks like. Below is an excerpt from the F.B.I.'s C.O.I.N.T.E.L.P.R.O. memorandum that contains the infamous quote "to prevent the rise of a black messiah" make note that the F.B.I.'s references to "violent militant group" is duplicitous because they employed these tactics to every organization & individual that challenged the status quo no matter the tactic this information is presented not to frighten or create the paralysis of paranoia, but
is presented with the belief we are stronger together than we are divided, & an informed mass is a strong mass

C.O.I.N.T.E.L.P.R.O Memorandum 3/4/68

The purpose of this new counterintelligence endeavor is to expose, disrupt, misdirect, discredit, or OTHERWISE NEUTRALIZE [emphasis added] the activities of black nationalist hate-type organizations and
groupings, their leadership, spokesmen, membership, and supporters, and
to counter their propensity for violence and civil disorder.  The activities
of all such groups of intelligence interest to the Bureau must be followed
on a continuous basis so we will be in a position to promptly take advantage
of all opportunities for counterintelligence and inspire action in instances
where circumstances warrant.  The pernicious background of such groups,
their duplicity, and devious maneuvers must be exposed to public scrutiny
where such publicity will have a neautralizing effect.  Efforts of the
various groups to consolidate their forces or to recruit new or youthful
adherents must be frustrated.  NO OPPORTUNITY SHOULD BE MISSED TO
BLACK NATIONALIST ORGANIZATIONS.  [emphasis added]  When an opportunity is
apparent to disrupt or NEUTRALIZE [emphasis added] black nationalist, hate-
type organizations through the cooperation of established local news media
contacts or through such contact with sources available to the Seat of
Government [Hoover's office]*, in every instance careful attention must be
given to the proposal to insure the targetted group is disrupted, ridiculed, 
or discredited through the publicity and not merely publicized...

You are also cautioned that the nature of this new endeavor is such that UNDER NO CIRCUMSTANCES SHOULD THE EXISTENCE OF THE PROGRAM BE MADE
KNOWN OUTSIDE THE BUREAU [emphasis added] and appropriate within-office
security should be afforded to sensitive operations and techniques considered
under the program.

    No counterintelligence action under this program may be initiated

    For maximum effectiveness of the Counterintelligence Program, and
to prevent wasted effort, long-range goals are being set.

    1.  Prevent the COALITION of militant black nationalist groups. In unity there is strength; a truism that is no less valid for all its triteness.  An effective coalition of black nationalist groups might be the first step toward a real "Mau Mau" [Black revolutionary army] in America, the beginning of a true black revolution.

    2.  Prevent the RISE OF A "MESSIAH" who could unify, and electrify, the militant black nationalist movement. 

    4.  Prevent militant black nationalist groups and leaders from gaining RESPECTABILITY, by discrediting them to three separate segments of the community.  The goal of discrediting black nationalists must be handled tactically in three ways. You must discredit those groups and individuals to: 
• First, the responsible Negro community.  
• Second, they must be discredited to the white community, both the responsible community and to "liberals" who have vestiges of sympathy for militant black nationalist simply because they are Negroes.  
• Third, these groups must be discredited in the eyes of Negro radicals, the followers of the movement.  
This last area requires entirely different tactics from the first two.  
Publicity about violent tendencies and radical statements merely enhances black nationalists to the last group; it adds "respectability" in a different way.

5. A final goal should be to prevent the long-range GROWTH of militant black organizations, especially among youth.  Specific tactics to prevent these groups from converting young people must be developed.

Any conversations about state-sanctioned terror as it applies to the reform arena must begin & end with state accountability. We can never allow government agencies & officials to present us with the "opportunity" to engage in mock conversations that will do nothing more than serve as points of pacification. If these agencies & individuals are sincere or "serious" about correction of these problems we need concrete evidence of this " seriousness". This process looks like:

1.Demonstration of a clear & thorough comprehension of the people's concerns

2. The agencies and officials must present a clear & comprehensive policy & action plan that contains:
• The policies & pratices that will be changed
• The specific processes that will be used to affect this change
• Concrete timelines for these processes that will change the identified policies & practices
•The mechanism for people's participation in the process

It is not sufficient to be told that the state's objectives are to hear & ponder over the community's positions. We must consistently move in a disciplined manner that demands a specific accounting & addressing of the crimes
against the people. If not the only people who benefit from these community forums, town
halls, & community meetings are those who seek to use the venues to convince us that we,  who have been & are being attacked, somehow share in the blame. Some may attempt to convince us to keep waiting for a change that never comes or is designed to deceive while power proceeds with previous plans in new clothing.

We must demand accountability, & community control in every step of the process. This must be done through clearly articulated processes, not vague, unspecified engagements. Lastly we must not let power off the hook. This one of the principles used frame the attacks on our communities:

Ignorantia juris non excusat or ignorantia legis neminem excusat (Latin for "ignorance of the law does not excuse" or "ignorance of the law excuses no one") is a legal principle holding that a person who is unaware of a law may not escape liability for violating that law merely because he or she was unaware of its content.

We must take a similar position with officials who have been elected, employed, and empowered to represent and protect the people. It is our responsibility to vigilantly remind them that ignorance of the people's pain & greviances is not an excuse for lack of action,  implementation, and execution of policies & practices that solve community issues. Anything less is incompetence at best or at worst a coop move designed to derail the people's agenda.

We must be clear that all violence in our communities is state manufactured, sanctioned, & perpetuated. Most violence in our communities is rooted in economics, or images inspired by corporate controlled media, if you doubt this study the two most significant figures used to wage chemical warfare on black communities, Frank Lucas & Freeway Ricky Ross. Study Frank Lucas's autobiography  (not the movie) were he clarifies that his drugs were being supplied by C.I.A. funded  "anti communist forces" & United States military generals who smuggled the drugs into the U.S. & informed him on where to pickup the drugs in military & airport hangers, & study Gary Webb's book Dark Alliance were he clarifies that Rick Ross is supplied by C.I.A. operative Oscar Danilo Blandón, & if you need a more recent example study the D.E.A.'s relationship with the Sinaloa Cartel & it's allowance of tons of cocaine to cross the borders into disenfranchised communities, which by the way accounted for  85-90 percent of the drug traffic in Chicago in the period that it became known as Chiraq.

Our "criminality" is state planned, packaged, produced &, promoted. So this is asking us to call the kingpin's, goons, on the lowest level "criminal" element, then send them to prison plantations were they are used to turn a profit in various forms

On the topic of Intercommunal violence vs state sanctioned violence there is a persistent effort to create a conceptual competition between fighting police terrorism & combating the predatory behavior of those in our own communities, our belief is there are 2 predatory factors we must address the:


The PRIMARY PREDATORS  are the forces who's predatory engagement goes back as far as the Africkan slave trade (for the sake of the point we will start there but it greatly predates this period) & all it's tentacles. These forces have actively, knowingly & systematically disenfranchised our communities, through the frequent use of every form of violence & criminal behavior atributed
to the "criminal" element that is persistently referenced in our communities.

Then there is the SECONDARY PREDATOR, these are those who have been created under systems of disenfranchisement, they attempt to engage in the ways they have been taught by the forces of  disenfranchisement, they prey on the community most often in attempts to survive or mimic the material successes of the primary predator.

Although both predator types are detrimental to our communities & must be addressed differently, we must make some very important & clear distinctions between the two & in fact if the primary predatory conditions are eliminated
the secondary will follow 

1. The primary predatory behavior is the catalysts & often the direct propogator of the secondary predator

2. The steps to addressing the two types of predators are very different. 
• The primary predator is highly organized with a clear structural process that can be addressed so it is logical that outrage, & concern will be expressed differently ( marches, protest, rebellion, etc.) it is a much more clear cut process 
• But because the expressions of the secondary predatory behavior is far more complex & nuanced it requires a different engagement, this form of predatory behavior can only be addressed adequately in the absence of the primary & is far harder to petition, rebel against & combat, although it must be said there are scores of organizations & individuals who historically have & are attempting to & because the 2nd is a result of the first, it is a fact that as long as the primary conditions exist the secondary will alway exist.

When you have no power you must police your behaviors in hopes that it doesn't agitate those who control your existence & hope that it affects the safety & well being of your self & your family. We are afraid of our oppressors & the consequences they have the power & resources to implement.

This fear for our children is warranted because this is & has always been a murderous system when it comes to black men & women, but I ask if your child was with an abusive partner who beat them every time they "spoke wrong" or "cooked wrong" would you advise your child to learn how your abuser prefers speech, or learn the "proper" way to prepare meals so as not get fucked up, NO! You wouldn't. Any sane parent would advise their child to either protect themselves; to remember their value, to leave, to fight back or all other the above. But when you have NO POWER these proposals inspire fear.

The unspoken understanding when it comes to white supremacy is: we are powerless. In the face of the state violence, even when we stand up, it usally is an appeal to white power in the forms of begging & aggressive begging. We must establish power in 9 areas.

The video below is technology that has been developed that could be headed to a military base or police department near you.

It is an example of how State sanctioned violence is a scientifically and strategically well thought out engagement, particularly at the hands of state agencies (Police, military, etc.)

Black lives have been under attack since the earliest conceptions of white empire (Greece),   most certainly since day one of the establishment of the United States of America  and every day since.

The State has always known the value of black lives. This is evidenced by the economic superiority enjoyed by this country that was built on the backs of slaves and the 400 years of State-sanctioned free labor they provided.

The attack on black lives is NOT accidental and is NOT rooted in unconscious latent racism. It is a very necessary aspect of white supremacist systemic domination & hegemony. 
When we have conversations about the value of black lives, it's a conversation between the disenfranchised and those in power. To the disenfranchised, "black lives matter" is an affirmation and a tool to help convene white allies in the struggle for black empowerment. But it has little worth to those who wield power.

We move in solidarity and acknowledge that #Blacklivesmatter.The next logical step is to assert that #BlackPowerMatters so that we are not perpetually dependent upon on the kindness & benevolence of those who understand, yet seek to control, profit from, and determine the value of black lives.
